Hi, Tom,

I think, it is a variable chassis with a fantasy-front (similar to the Vauxhall C-4000/1911>13 with changed front-radiator) for this kind of body-work ...,
... Vauxhall was the most CB-chassis with Thorn ...,

while searching for a Certus-picture I have found a drawing with similar variable design by Kruck/Frankfurt:
