This car was described as 1960 Vignale Chrysler, unfortunately I can't find any additional information. But quite possible it could be a Ghia one...

This is the Ghia built Valiant V280 from 1959. There are 2 grilles shown and black/white tires. Not known to me if one or two or more cars were built.

I can confirm that in the background there is the Ghia factory.

My Ghia-1985-book says: Plymouth-Ghia Valiant-250 2+2-CP/1959 - no notice about in Vignale-book(s) ...,
